EQUITY STUDY FOR SAN BERNARDINO EXPRESS LANES NPA analyzed the effects on low-income drivers of proposed express (high-occupancy/toll) lanes on I-10 and I-15 in San Bernardino County for the San Bernardino Associated Governments (SANBAG). The study found that the express lanes generally would not leave low-income travelers worse off. This finding helped support the SANBAG Board members in voting to continue study of the express lane alternative. NPA President Nancy Pfeffer presented the findings to three Corridor Advisory Groups consisting of community members convened by SANBAG, and conducted additional interviews with community leaders.
GATEWAY CITIES SUSTAINABLE COMMUNITIES STRATEGY NPA President Nancy Pfeffer oversaw the development of a Sustainable Communities Strategy (SCS) for the Gateway Cities of Southeast Los Angeles County under California Senate Bill 375. This unprecedented subregional SCS demonstrated that the Gateway Cities could achieve the same greenhouse gas percentage reduction targets that were required of the entire six-county area covered under the regional SCS. Nancy Pfeffer, in her role as Director of Regional Planning for the Gateway Cities Council of Governments, oversaw and personally staffed four public workshops on the SCS in the cities of Long Beach, Cerritos, Pico Rivera, and Commerce.
