Equity & Environmental JusticeEquity & Environmental Justice NPA examines the impacts of transportation and goods movement projects and policies on minority, low-income, and other specific population groups. These findings support policy makers in their decisions. Featured project:

SBI-10-corridorMapEQUITY STUDY FOR SAN BERNARDINO EXPRESS LANES NPA analyzed the effects on low-income drivers of proposed express (high-occupancy/toll) lanes on I-10 and I-15 in San Bernardino County for the San Bernardino Associated Governments (SANBAG). The study found that the express lanes generally would not leave low-income travelers worse off. This finding helped support the SANBAG Board members in voting to continue study of the express lane alternative. Low-income drivers might have difficulty opening and maintaining transponder accounts, and the study recommended adoption of policies to address these potential impacts. The findings were based on analysis of local demographic data, traffic modeling results, revenue and funding plans, and value of time savings. GATEWAY CITIES SUSTAINABLE COMMUNITIES STRATEGY NPA President Nancy Pfeffer oversaw the development of a Sustainable Communities Strategy (SCS) for the Gateway Cities Council of Governments of Southeast Los Angeles County under California Senate Bill 375. This unprecedented subregional SCS demonstrated that the cities’ general plans and transportation projects, in concert with regional transportation projects, would enable the Gateway Cities to achieve the same greenhouse gas percentage reduction targets that were required of the entire six-county area covered by the Southern California Association of Governments (SCAG) under the regional SCS. The Gateway Cities SCS enhanced collaboration of the member cities, was non-controversial in its adoption, and gave the Gateway Cities greater influence in state legislative initiatives regarding land use and redevelopment. GLOBAL LOGISTICS SPECIALIST – SUPPLY CHAIN SUSTAINABILITY NPA developed a curriculum on “Greening the Supply Chain” for students in the Global Logistics Specialist professional designation program at the Center for International Trade & Transportation at California State University, Long Beach (College of Continuing and Professional Education). NPA President Nancy Pfeffer has taught the course three times a year since 2012, in both classroom and on-line format. The curriculum establishes basic terminology, describes the current environmental impacts of the supply chain, and covers the political and economic context of decisions about these impacts. The course uses the Port of Long Beach as a case study and often engages guest speakers from the Port environmental staff. More Freight & Goods Movement projects…
